The cat (CO2) is already out of the bag.

And the worse polluters these days are India and China. Good luck getting them to do anything. Even if their governments wanted to, the power structures don't seem to be amenable to it.

They're living in bribeocracies now. The people with money pay the government to let them do whatever they want.

Which is rather difficult. No one really has enough information to solidly calculate the probability yet.
