I do believe that you've made up a quote from George Bush out of whole cloth, Richard Clarke never having attributed such a quote to him. Link please, if I am wrong, for I know Richard Clarke is very much against Bush, yet do not recall him ever claiming Bush offered up such a question.

Saddam's Iraq still appears to have been a regime worthy of changing for our own safety, as a veritable mountain of evidence suggested all along. Bill Clinton didn't resolve to remove Saddam for nothing, and Bush didn't create any lies in this regard to our knowledge.

What's more, while Saddam need not be connected to 911 for his Iraq to have been the prime target it was even prior to Bush, you simply don't know that Saddam had nothing to do with 911, despite your specious words to the contrary.
