What happens if our companies control 100% of the offshore outfits? Won't they control the process, including intellectual property.

Of course, theoretically, thats the myth McKenzie tries to put forth when they tell dell to shift R&D offshore. The reality is,
- these countries have no IP laws so stealing secrets is an everyday occurence
- the "tech economy" is really only half owned by the companies creating the IP, the rest is housed in the HEAD of the lead engineer who created whatever, in the past we had cisco engineers like Tony Li working for cisco and then moving on and starting a company across the street (Juniper) with those same concepts he theoretically "learned" on Cisco's dime
- everyone in tech knows the industry is really a game of creating and exploiting brilliant engineers, and the cisco/jnpr example happens all the time, but this was seen as part of creative destruction and after all, they are all American companies anyway
- in the future that great engineer who was created on Dell's dime will be building a chinese company like Lenovo which will not benefit the US

The point is, companies like Dell, Intel and the like were hatched and grown here thanks to our overall SYSTEM, which is something that has emerged over the years and is partially funded by taxpayers with the university system etc. Everyone assumes this is going to stay the same forever. When Dell and Intel send their engineering staffs offshore they are ripping off the US for a one-time gain which only benefits a few elites for a short time period in the name of that quarter's profits.
