Obviously if the point is to reduce the number of immigrants, period, it won't serve that purpose. It won't reduce the number of immigrants or illegal immigrants. I don't hold the former as an objective so that doesn't matter. The latter matters. I don't think we need any legislation that won't dramatically reduce illegal immigration. If you combined this with the House bill that already passed and added an amendment getting rid of birthright citizenship, that could work. :/
