Stoop labor is very hard and has low pay. However the labor pricing is elastic meaning that if you raise the labor rates more applicants will appear. Raise it enough and the problem will dissipate significantly.

What you seem to be referring to are those who will not work for any reasonable rate. Some of them are mentally incapable of holding a steady job.
