Yes, they did change R&D approach in Longhorn - they decided to do TOOOOOO much to begin without understanding compatibility issues. Also, it is easy to say that they realized that their approach was wrong in 2004 - this misses the fact that XP shipped 2 service packs from 2001 to 2004 - more than any previous big release. One can argue that Win98 was a service pack for Win95 - in fact, I think XP SP2 probably differs in more components from XP that Win98 did from Win95. This service pack release had to happen because of massive virus attacks which threatened to remove IE and Windows from many corps. I remember at one point, MSFT was trusted little in corps compared to Linux - because of the SPs, the situation has changed a lot.
Now, while this SP madness was going on, it is very likely that most groups dropped the ball on Longhorn while others went ahead and messed it up.
I don't think Longhorn could have ever challenged Google's search functionality on the web - how can it? So, it being relevant to Google's rise or demise is totally wrong.
