Seems to be the case.... as I said seems there is a state of flux still on what is fundamental research... according to the Dean almost anything can be a "sensitive technology". He gave this presentation already at an engineering education meeting (so not just off the wall).... Most of what he said about the barriers the US is imposing and the improvements in the competition for global education and research were familiar with me... the way the "foreign-born" was stated was rather stark... all those guys who developed the Manhattan project would be out now?

In Israel the criterion used to at least be that if your parents lived out of country you couldn't or might not get high level security clearance - for example to work on military aircraft maintenance. This is a large part of the reason why I left Israel (my skills though would have been more useful in intelligence - think remote sensing and/or economic analysis etc.).
