As I suspected, those ratings never were based on any usual tests but rather on data collected by "scholars" during and after their life.
No doubt Stalin and even Mussolini and Hitler ranged quite high on this scale, at least until they lost their popularity.
Don't forget Madonna and her 180+ rating either. Or Hillie, LOL

The only (potential) president with any kind of elevated IQ was Einstein, who as could be expected from a man of an elevated IQ turned down the offer to become a president. In his case of Israel.
