It does when you're talking about "unfunded." Those un-funds are dollars, nothing more and nothing less. You claimed that a particular unfunded mandate was causing secondary subjects to be cut to pay for it. I questioned your cause and effect connection.

I am precisely claiming "that a particular unfunded mandate was causing secondary subjects to be cut to pay for it." That is exactly what is happening.

I gather you don't think that dropping other subjects (I'm dropping the pejorative "secondary") is caused by the NCLB bill both forcing more resources to be allocated to remedial math and reading and not providing funds to allow schools to keep those resources. Pretty clear cause and effect.

I also gather you disagree with the frame the Times places. Care to make a case for why you don't think that's happening?
