You oughta see all the crap we have to go through just to build a house, and our codes are probably the most lenient in the country! Here's a good one: The county is responsible for maintaining the roadside ditches. The homeowner is responsible for installing the culvert. When we built a new driveway, the county engineer had to come out and tell us what type of pipe to use and how far down to set it. We completed the work and he came back out to inspect it. By his specifications the top of the culvert is about a foot below the bottom of the ditch, because the county hasn't maintained it for the past 30 years. It passed his inspection.
