There is a county in Texas that opted out of Social Security a long time ago. Their employees do not qualify for SS. The benefits earned by the same amount invested are larger than current SS benefits.

The problems with SS are two fold. Number one, instead of investing to pay for future benefits, it was entirely funded out of current tax collections. Number two, the taxes collected have been exceeding the payouts and politicians have been spending the excess instead of investing it.
