I wonder if we are sufficiently far along with NCLB to determine whether it's validity can be tested empirically. I doubt we are far enough along. Problem is that, by the time we're far enough along to test anything, if there's damage, it's already been done. Another problem is that there are so many aspects of it and how do you isolate them. I suppose the key one is whether or not testing gets us where we want to go. Maybe that can be effectively isolated. But maybe not, particularly in light of the unfunded-mandate question.
