You are right, George, but many of the insurance departments are overwhelmed and the plans vary as to coverages, rebates, etc. In the western U.S., many folks are making decisions they later regret. A simple national indemnity plan would have worked better...letting the participant find the "cheapest" drugs within their cap limit. A national network in the pharmacies could have kept track of the individual's annual use and a notice could have been generated as they approached the max. Simple, clean, cost-efficient, non-beaurocratic, competitive....
