Just a third of Americans approve of his presidency and he has been forced to ditch his signature second-term domestic policy initiative, Social Security reform.

The resignation of Mr Card yesterday – after more than five years in the position that Mr Bush dubbed “the Big One” – follows months of speculation about a shake-up. In a sign of the growing unease about the administration, these calls have been coming more frequently from Bush loyalists such as Norm Coleman, the Republican senator for Minnesota, who called for a new team with “fresh political antenna”.

Mb>In office, Mr Bush has favoured loyalists and old friends over intellectual thinkers or policy experts in making his most senior appointments. Most of his senior aides – from Mr Card, who also served Mr Bush’s father, to Karl Rove, the deputy chief of staff – have known him for decades.
