From the other side of it, the reimbursement Medicare offers to medical providers keeps going down. Medical providers are mostly doing much care for free. A doctor who attempted to subsist on only Medicare would soon be shuttered. The government is trying to keep cost under control and they are not doing it by industry proven cost containment methods, but instead reduce the payment for each procedure every year or two.

There are major problems with Medicare and I am sure that fraud is one of them. People transfer their assets before they can be forced to use them to pay for medical care, and subsequently qualify for Medicaid.

We also have a huge demographic shift with more people aging and receiving better care and living longer.
