That's not a declaration of war.

I don't think Congress/Senate had in mind an outright invasion/occupation resulting in over $300B spent to date, 2800 US Servicemen dead and counting, 100,000+ Iraqi's dead, general civil war and no end in site to it. The Chimp will be impeached, he's losing support day by day.
