FISA requires 48 hour notice of the wiretapping to the courts after the fact. The court rubber-stamps the activity - there's no approval involved, just informing after the fact and making a record. Why doesn't the Chimp want records of the wiretapping activities? Probably because the victims of his wiretapping had little to do with terrorism. Probably because they were political enemies.

Feingold said he's for wire tapping all terrorist activity. But do it legally and get the warrant. No one says don't wire tap them...you're are fear mongering, but that is what Bushies do best.
