Without really knowing, it could be that Intel has
decided to spur demand
at the same time attempting to regain market share
at the same time starting to take advantage of its ramping of the new facilities
at the same time clear out old inventory
at the same time break into new markets like India and China with low end product.

I also think management is friggin' tired of "analyst's expectations" and decided to give them a rock bottom figure so that they don't have to be bothered with that subject for a while AND of course, this doesn't exactly hurt the 25 BILLION dollar buyback program.

There might be some info to be gleaned in this regard, from looking at insider sales, but I have not done so.
