The question isn't a liberal vrs. conservative problem.
It is a question of how to reduce or eliminate America's dependence on foreign oil.
It is more a question of Arab countries plus Pakistan than Islamic countries as a whole.
Proposals:
1) No taxes on vehicles that get more than 50 miles per gallon.
2) Speed limits back to 55
3) Progressive tax on all vehicles based on mileage($1,000,000 per Hummer).
4) Tax incentive for cars filled with passengers.
5) True support for those that want to bring Arab countries into the western world. (remember that Islamic Asian countries are not that militant, Bali not withstanding)
6) Out of Iraq and back to Afghanistan.
7) Get Osama. (I wouldn't be surprised if Bush announced that Osama was captured around election day 2006).
If these measures(1-4) don't reduce consumption and emissions significantly then increase the taxes and incentives until an effect can be measured.
Not popular measures(1-4).
Not wanted by big oil(5).
Not possible thanks to Bush and company(6).
Difficult thanks to lack of funding but we might get lucky. The problem is that perhaps someone else will turn up.

By the way you have the right to free speech. That doesn't mean you have to use it. The Zonkie-Hawkmoon dialogue is tiresome
