It's pretty hard to argue about whether the poor people who provide Chavez's core consituency in Venezuela are better or worse off than if he hadn't come to power, because that can never be more than a thought experiment.

Given the kleptocratic elite that dominated Venezuela for its own benefit before his rise to power, my inclination is that they are much better off.

Even if the overall amount of wealth generation has decreased under Chavez -- a highly debatable proposition in itself -- the greater equality in the distribution of wealth that has resulted from his policies will by definition leave them better off.
