One way of doing that is to require that some percentage of government receipts be put into the fund until a percentage of GDP balance is reached and then requiring a super majority of both houses of Congress to authorize any withdrawls with over 80% approval. It would eventually develop a constituency for raiding, but that should take at least half a century.

"There should be a fund of money put aside, and a fiscal must that money be added every year, until it has enough funds in it to take care of any possible emergency, and prohibit the use of those funds for anything else. It must be kept out of the general fund, because the members of Congress will raid it like cattle rustlers."
