Imposing marshall law would have made a difference.
Our first mistake was not planning enough POW space for the Iraqi military. Instead we sent them home. Our second mistake was allowing the savages to run through the streets firing their rifles in the air in celebration.

Marshall law, a gun amnesty program, and sealing the major borders with Iran and Syria should have been our priorities.

We could have a million people in Iraq and it still wouldn't stop people from blowing themselves up. What we failed to do was make air strikes on the countries that were/are fueling the insurgency.
