Can you prove that there is no boogie man? Then the story remains viable.

Here's what Cheney said on Meet the Press:

DICK CHENEY: With respect to 911 of course we've had the story that's been public out there that Czechs alleged that Muhammad Atta the lead attacker met in Prague with the senior Iraqi intelligence official five months before the attack, but we never have been able to develop any more of that either, in terms of confirming or discrediting it. We just don't know.

What part of "We just don't know" are you having trouble with?

They didn't know. Sounds like a good enough reason for preemptive war to me.

I was right about Zarqawi being the latest Bushie DOD boogey-men, despite the fact he plays a very small role in the violence in Iraq (assuming he even exists, of course). There was a recent article about how the Bush-Rumsfield DOD pushed the idea that Zarqawi is much bigger and more dangerous than he really is, to try and hide the fact that almost all "enemy" in Iraq now are Iraqis.
