Empirical data says you are right. I think its possible though looking back to see our troops (international back then) greeted as liberators and not as occupiers in shiaa areas and of course in kurdistan. Iraqi sunnis in this pre-terror era may have behaved more like defeated germans did rather than with an insurgency. Troop levels then were at 500k. We may have been able to eliminate saddam and UN may have been able to supervise the creation of a new iraq or at least had a better shot.
