I don't think that is achievable - at least not within our conception of democracy. If you want the kind of democracy they have in the narco state of Afghanistan, I think you can have that, maybe- but probably not as Iraq is now configured. I don't think we can expect Iraq to hang together as a country, either. I wouldn't want to try to forecast when it will break up. If I had to guess, I'd say within 5 years. If you pressed me, I'd say sooner rather than later.
