Heres a new take on immigration.
Remember when our states were sovereign and their borders so meaningful. Many of us argued back then that the US was now a regional nation and state divisions were pretty much historical divisions and regional ones would be more efficient. We are still stuck with the states but there is regional cooperation etc.
Now fast forward to now. Remember ross perot and that giant sucking sound he talked about regarding jobs and nafta. Well the real sucking sound today the US sucking in immigrants to do the menial work our poor folks wont do. My ancestors came here at the turn of the century and as i am told they just got on a boat and came here. No approved lists or quotas--just a giant sucking sound attracting the wretched from europe. Now its mexico. Are mexicans behaving differently than others? I dont think so. Italians still idolize the old country as do the irish. Jews have no such attraction because they got the boot, but after israel was created, the jews adopted israel as a homeland. Maybe it makes folks feel better to have a homeland, i dont know. But the immigrants arent to blame for the giant sucking sound. Its capitalism and it aint going away any time soon. The fact is that north america has become a new regional area worthy of some planning going forward. CAnada, US, Mexico and even into Central america are linked. How do we correct this positive balance of people flowing into the US.
1. Invest in the economies of mexico and Central america to keep jobs there.
2. Be real in speaking the unspoken about poor americans work habits. Raise the minimim wage a bit, but rather than pay welfare, require the able bodied to do those jobs now done by mexicans and make their pay exempt from all taxation and FICA taxes up to a certain point. INCENT work.

IN short reverse the sucking sound and folks will go the other way. The ones who stay--give them a chance to pay the penalites and become citizens in 11 years.. If we do the above some who would go that route would go back home.
