Bush planned for an invasion of american farmworkers picking low hanging fruit. Post the victory, he realized that they had planned for little else. And rummy is still yapping that he got it right. And cheney thinks we are winning. Delusional.

Bush said he would do everything to avoid war. From that January 31 2003 memo, he planned to wage war no matter what the findings wrt wmds were. At his press conference March 21, 2006, he stated: BUSH: I think your premise, in all due respect to your question and to you as a lifelong journalist _ that I didn't want war. To assume I wanted war is just flat wrong.

From that memo, we now know that was a lie. Further, he and his advisors assumed a slam dunk. He had no contingency plan if the war went awry, which it did, which is why there is still no victory in Iraq.
