I think early on 500k would have made sense. We needed to make it feel hopeless to the sunnis before the terrorists got there and the baathists regrouped. As for bombing the terror bases, i dont know that again early on, they existed. Again with more troops search and destroy may have worked better. But military tactics not my strong suit. Bombing alone just never seems to work.
