that could have happened later on. That was my fear too. But at the time, he had little to send unless the anthrax was his? There are many other states who can "provide WMD's to terrorists & let them hit us " We are not attacking every nation that might do that. Saddam was a mafia chieftan. We probably also could have cut a deal with him--not recommending that route but just suggesting it as a possibility.
