The fact of the matter is that Saddam did let the inspectors in. It was at the last moment, but never the less, they were in country until we warned them out. It is a lie to claim that Saddam wouldn't let them in, he did.

How can someone be slightly dishonest? One can't be slightly dishonest. You are either honest or dishonest. You can tell the truth or you can lie, but there are statements that are in between. You can state something that is literally true but might mislead people, even worse/more dishonest misleading people might be your intension. You can make an intentionally ambiguous statement. You can make a statement you believe to be true but express it in a way that makes it seem certain. You can exaggerate or understate while getting the basic point right (or getting the basic point wrong but fairly accurately representing what you believe to be the correct view on the central point). You can also make people think something other than the truth by omission. I don't think omission by itself can be accurately called a lie but it might not be completely honest. You can carefully parse words in a dishonest way "what the meaning of is, is". You can also say something that you believe to be true, with no intention to confuse, deceive, or mislead, and then not correct people's mistaken impressions based on your statements when these mistaken impressions come to your attention. But has apparently done at least a couple of these - "You can make a statement you believe to be true but express it in a way that makes it seem certain." and "You can also say something that you believe to be true, with no intention to confuse, deceive, or mislead, and then not correct people's mistaken impressions based on your statements when these mistaken impressions come to your attention." Read back this post and realize you've brought the art of nuance to a whole new level. I believe that Bush manipulated this country into the war. In my book, that's the same as lying.
