You can Google can't you Tim? The answers to your questions are out there. It seems the figures comes from the World Bank - Paul Wolfowitz runs it, ask him.

They succeeded. Brazil's ethanol is about 30 percent less expensive than gasoline

What prices are they comparing? Retail price (if so are subsides involved?), wholesale price, production costs? What exactly?

What does it matter? They won't have to start a war in Iraq. They will save many billions of dollars or the Brazilian equivalent.
