Censorship can be private action, doesn't have to be state action. In the United States, self-censorship is probably the most common form of censorship, not publishing something you are afraid will offend. I don't much care for some of the policies of the Sudanese government myself, but according to the State Department they've improved on some fronts. There are good arguments that helping a government integrate with the world community will cause it to conform to social pressure more than isolation does.
