Perhaps, but spinning everything as a crisis can be very negative. It can cause people to leap to any thing proposed as doing something about the problem whether or not it is appropriate or produces a net benefit. It can also cause people who do understand that the situation isn't unusual or at a crisis point to discount the person talking about the crisis or even to reduce the amount they consider the issue to be a problem, which would be bad because even though it is not unusual, or a crisis, it is at least something of a problem and has the potential to be a bigger problem.
