Whether something is a lie or not has everything to do with someones mind. If its true, or it may be true, or its false but the person saying it believes it to be true, then they aren't lying. Even if the person saying it thinks it is not a completely accurate statement of the typical, or the most prominent, opponents of his policies, the fact that he is only attributing the statement to some, does make it not a lie, if any of his opponents say such a thing or if he believes that some of them do.

Personally I doubt very much that its an outright lie, but it could be using "weasel words" to effectively make a straw man argument without directly lying. That is why I earlier called it "somewhat dishonest".
