"reasons while structural reforms can fail. I'm not saying they are automatically useless but politicians and interest groups, and rent seekers are creative in ways of finding ways around such restrictions or getting them ignored or voted out or struck down."

It is ike trying to prevent money in politics. It seems that politics has devolved into a game of pin the ails on the pig. If politics is about how to spend tax money, and future tax money, then why would anyone think they could prevent people from spending their money to buy influence?

As I have said repeatedly, each step we take to limit the ability of politicians to spend excessively can only temporarily slow spending.
