It's a shame it took a civil war to end slavery.

As to it being a dying institution, I think there is very strong evidence to the contrary. First, slave prices were rising throughout the last couple decades of slavery. Second, the pro-slave forces had been winning significant judicial and legislative victories - i.e. the Dred Scott decision and the Fugitive Slave Act.
