I do buy it. There are plenty in the american underclass who could do the work but it isnt worth their while. Lets make it so. If a black youth does the work, pay him the going rate, but dont tax it at all and dont make him liable for fica. Since the minimum wage is about a buck lower than its historical relationship to wages give him the buck too.
