Like many US restaurants, Chili's is a franchise which sells licenses around the world to anyone able and willing to pay.

Based on this website of franchise news for the Middle East, it appears that Chili's parent corp, Brinker International, set up a Master Franchise for at least part of the Middle East with Emirates International Restaurants.

Chili's Franchisee Plans 10 More Locations in UAE, Oman. Emirates International Restaurants has opened the first of 10 new Chili's restaurants planned for the United Arab Emirates and Oman through a development agreement announced today by Brinker International, Inc.
