I've worked with people who thought they were demonstrating leadership by doing that. And sometimes, if no one is willing to make a decision or accept someone else's decision, it might even work, but I prefer to work in other places. Given what is known of Grove's personality, you can see how such a culture could develop. And once established, it would be extremely difficult to change.
