All of these terms are politically charged, IMO.
The speaker/writer chooses the description that most
closely matches his/her political ideology.

I suspect outfits like the Washington Post are trying to find the least value laden terms they can find. Insurgents is a good choice in that respect. Freedom fighters and terrorists are not.

Or if you insist on using the term terrorists, then you have to be consistent and use it to describe the actions of nations/groups you support as well.
