It seemed to me the MM just decided to fill all the orders he had what ever they were.

Because this is a one sided pink in which, the MM's have yet to set up a market. If you put an offer on the table that is less than the ask, and you get routed to UBSS then you probably will get reflected. Your offer will fill if there is a seller that sells at market, or puts in a limit above your offer. The thing about 1 sided pinks is that you can only pick up shares that are sold. The MM's have no inventory (supposedly....as long as they haven't set up shop)...so it's not that it's "easy"....try to get a bunch....you can't unless they are dumped. That approach works well enough if you already have accumulated what you want....however, since all we are waiting on is news, the proverbial train could easily depart before full accumulation is accomplished.
