Well if "we want everyone to have health insurance" is your goal rather than a means to another end that might be the only way to closely approach your goal. Not that it would be my goal but then my views probably don't closely resemble those of most Massachusetts politicians... I wonder how they cover "self-insurance". Whether they just ignore it and insist on the penalty or if there is some way to have it count (even if you have to file a lot of paperwork, and have some form of special account). Tim
