What Democrats should be doing is organizing a series of national conferences, to include party leaders and academics on a number of issues. Concurrent to these conferences the participants should flood the local media--print, tv and radio--where these conferences are held. I think the primary centerpoint issue for upcoming elections, especially the presidential election, is to prove an ability for good governance. GOPwingers have already shown true failure on every major issue but for Democrats to prove "good governance" ties it all together.
