Well, although the language in that document is horrible, I kind of agree with what I think they are saying. This is actually exactly what I said about 9/11- since the day it happened- That in order to punish the terrorists most, you need to be stoic. You need to show them they did NOT change everything. You need to deny them the reaction they want- namely to show that they hurt you. Obviously you are only in control of denying them your own responses to their actions, though. When it's Iraqi on Iraqi violence we have a toughter time controlling Iraqi responses to Iraqi violence. At least that is how I interpret that. Perhaps I have read it wrong.
