Hmmm
well, in certain circumstances, I agree with that doctrine. It's the sort of thing we saw in the London Blitz- where a population of people pulls together for normalcy as a way to fight back against an oppressor. Thing is, you need a populace able to pull together to pull it off- so it's not the kind of thing that will work in the middle of a civil war- for example, in Iraq. So I'm not willing to trash the doctrine completely, but it is a doctrine of limited use.
