I think if you choose to make up a quotation for someone, or some news outlet, you had better say you are making it up in advance of someone calling you on it. I think very few people understand made up quotations. I didn't see any evidence for this particular line of explanation earlier in the thread, either, since the poster initially tried to justify the use of freedom fighter, rather than just saying "I made it up". Saying "I made it up" could have saved a lot of time. Though I must say, the DOD website was fascinating. I highly recommend it.
