Normally one would think that anyone would be foolhardy to launch on the US, because we would retaliate in kind. Thus a nuclear strike against the US would be the same as launching one on yourself. Suicide.

But with the stand down of NORAD on 9-11, perhaps some rogue nation thinks that we are unprepared, and can sneak a nuke in on us. I hope that we someday find out why NORAD never responded to attacks and hijacked planes long after the first tower was hit.

Perhaps the enemy is thinking we have an Achilles heel. That is bad for the US.

I think that what other countries want nukes for is not for a first strike, but to retaliate against the US, who has shown a proclivity for preemptive attacks.
