It's a cost shifting model. They are going to start chasing healthy 20-somethings who don't sign up for insurance using the state tax collector. The constitutionality of such will surely be tested. This is going to be fun.

Romney must have received some contributions from the healthcare industry.

Yeah, or the state pays for insurance for illegal aliens so they can legally drive with a state driver's license that says they must have insurance.

Say a poorly insured driver has liability for medical care coverage but causes ten or twenty times the damage that the coverage pays for. Guess who gets to pay then?

The injured party's insurer up to its limit. After that, the injured party.
