It sends the wrong messages. I agree that the optics are bad. I would rather not have a fence (if for no other reason is that it's bad for ecosystems <g>). But nothing we do will solve the problem unless we can control who comes in. Period. Without that, it's all rearranging the deck chairs. We might be able to create an effective barrier if we were strict enough about eliminating employment opportunities--mandatory checks for new hires and criminal penalties for those who bypassed them. Maybe that would be enough. But I haven't seen any proposal to get that serious about employment.
