We have Katrina refugees in OR. A few weeks ago a gal told me her sister's church group in Portland is helping a family, who had yet even to have their insurance claim settled. They had nothing.

I was a Katrina victim and received federal aid very quickly after the hurricane. Millions? The population of New Orleans was less than 500,000 before Katrina and is now about 200,000. If people had followed the advice from local officials to leave, then there wouldn't have been nearly the chaos that followed. The BIG problem was the levees breaking. Those levees have been there for many, many years during several administrations, it's hardly just a Bush failure.
